The UAE eInvoicing Model
Decentralized Continuous Transaction Control and Exchange (DCTCE) — a 5-corner model. Invoices move ASP-to-ASP over PEPPOL, with a copy reported to the Ministry of Finance and Federal Tax Authority automatically.
eInvoicing users & Accredited Service Providers (ASP)
Outbound — supplier side
Send
Corner 1Supplier enters invoice data into their software, kicking off the process via their ASP.
Validate and transmit
Corner 2The sending ASP validates the invoice against the mandated standard, then transmits it to the buyer's ASP.
Confirm ID
The sending ASP checks the customer's details via the PEPPOL directory before transmitting.
Inbound — network & buyer side
Send securely
Invoice data moves from the sending ASP to the receiving ASP over the PEPPOL network.
Collect, validate and deliver
Corner 3The receiving ASP validates the invoice data and delivers it to the customer's software.
Receive
Corner 4The buyer's business software is populated with the invoice data from their ASP.
Ministry of Finance & Federal Tax Authority
Validate and forward
Corner 5The receiving access point validates tax-reporting data and transmits it to the Central Data Platform.
Central Data Platform
Data reported from Corner 2 and Corner 3 of every transaction is collected and stored here.
Only a Ministry of Finance–accredited Service Provider (ASP) can legally perform Corner 2 and Corner 3. Choosing one isn't optional — it's the whole decision this tool helps you make.
Verified ASPs
Every provider is scored against the same six pillars — regulatory compliance, technical architecture, functional depth, global readiness, commercial transparency, and ecosystem value. Sourced from the official UAE MoF Pre-Approved list, with capabilities independently verified against each provider's own website.

Frequently asked questions
What does MoF accreditation actually mean?
It means the UAE Ministry of Finance has verified a provider's technical setup, security controls, and legal compliance to operate as an Accredited Service Provider on the PEPPOL network. Only accredited ASPs can legally exchange e-invoices on your behalf.
What is PEPPOL and why does it matter?
PEPPOL is the international network standard the UAE mandate is built on. It defines how invoices are formatted and routed between ASPs, so your provider's PEPPOL readiness determines whether your invoices actually get delivered.
When do I need to be compliant?
The mandate is rolling out in phases by business size and sector. Most businesses should plan to have an accredited ASP in place well before their phase's deadline — switching providers under deadline pressure is harder than picking the right one now.
Can I switch ASPs later if I pick wrong?
Yes, but migrations take time and can interrupt invoicing if not planned. Our assessment and comparison scores are designed to help you avoid a costly switch in the first place.
